New module: Quotes or HOF (hall of fame)

Hello.

Can somebody make a module/block for quotes; simple form for insert a text and autor. Like Quote in the old portal soft MK Portal.

Old Fossil:
I just used a custom php block with a link to a topic on the forum.

Its not the same, because a quote can be a text into the shoutbox, so, I need (or other user) copy that text, and insert a new Quote in the Quote module page pasting that text.

The module maybe can have a set of permissions, when selected users groups of the SMF can insert quotes on the Quotes page/block; but that quote must be aproved by an admin or moderator before being shown on the Quotes page/block.

I attach here the sql and php files of the Quotes module by MK Portal.
