Title: Anti spam function in the shoutbox

Hi! I installed a forum for my friends and mine so it's really private and we are few... which is the reason why I can't really punish my friends for spamming in the shoutbox. Let's say: it's not polite even if they're not polite to their Admin :)

Now I want to prevent them to send like 100 shouts in two minutes. Something like a blockade would be nice

"You have to wait 10 seconds until you can shout again"

or something like that. Didn't find any function in the admin menu and already used the search function here but couldn't find something specific like that. Ich hope you can help me :)

Surely adding a limitation to how many messages someone can send in a period of time would be easy to code to someone who knows how?

Spamming in the shoutbox is a big big problem that needs to be addressed in my opinion.
