You can also forbid a member to post in the shoutbox?
I mean can i disable the shoutbox for a member of my forum ?

You can use permission settings for the shoutbox or the shoutbox block.
The easiest way to handle this might be to create a new membergroup which inherits all the permissions of the "regular" member group, and simply uninclude that membergroup from the list of membergroups permitted to use the shoutbox.
