How can i edit the forum link from simple portal i mean this
http://name.com/index.php?action=forum to http://name.com/forum/ ?

If your forum is at http://name.com/forum/index.php (http://name.com/forum/index.php), then when you use http://name.com/forum/ (http://name.com/forum/), you will be at your forum, or at your portalpage, if you have SimplePortal installed.
 
But I might be misunderstanding your question.
1) Where is your forum installed?
2) Where is your portal page?
3) What URL do you want to hand out to users?
4) What page do you want them to see when they use that URL?
