Over at sm.org a member kindly made the image (attachment 1) for me to use on twitter for my forum.
Can the image be used on the portal as a link to the twitter account?

That depends, on how you want to display it...
You could easily use a HTML, BBC or PHP block to display your image with a link to your twitter account.

Most of the widgets on the portal are html.

So just make an HTML block with the proper image code.
Something like;
<div style="text-align: center;"><a href="http://twitter.com/your_profile" target="_blank"><img src="http://somewhere.com/link_to_image.png" alt="" title="Follow us on Twitter!" /></a></div>

Would the somewhere.com/link_to_image.png text be the link to the image ie my photobucket account?

That's correct. :)
Also, the your_profile in the Twitter URL would be the name of your Twitter profile.

The image is working except it takes me to my photobucket account and not twitter.
