Ok, so i have a site chillaxscape.0fees.net/forum (http://chillaxscape.0fees.net/forum) but i cant announce a topic without being banned from are hoster or forum or whatever why is that?

Again, it's not SP issue, ask folks at http://www.simplemachines.org
Probably you should use mail queue, cause host is limiting mails sent using PHP.
