Okay well i'm trying to install the new simple portal on to my SMF 1.1.11 forums. I have a directory called 'forums' that holds my forums then i have another directory called 'portal' where i am adding the portal. So far i have added all the files to that directory and now i do not know what to do. :/.

You can get rid of all the 'portal' directory and all the files in it -- the SimplePortal install does not work that way.
If you have SMF running, you can use the package manager to install SimplePortal. Then, the package manager will follow the instructions in the package to put the files where they need to go. If you follow the instructions there, all should go well.
