Open ./Settings.php and change $maintenance to 1 or 2. To turn it off, set it to 0.

SMF version doesn't matter when altering the maintenance variable as it is consistent throughout all versions.

Simple Portal specifically turns itself off when the forum is in maintenance mode.

Changing this behavior would require a little customization of the code.
I can't think,off the top of my head, the best way to do this.
It would take a little poking through the code.

I hope Sinan or one of our beta testers or customizers can pop in.
