Display Blocks in Forum =OFF also switches off blocks in custom pages

Came across this by chance ... strange behavior to switch blocks off everywhere except the portal page. It does say

--- End quote ---

It this works correctly maybe better to change the title to Display Blocks in Forum and Pages so its not confusing.
