I'm not a java pro, but I tried this http://www.dynamicdrive.com/dynamicindex17/animatedcollapse.htm (http://www.dynamicdrive.com/dynamicindex17/animatedcollapse.htm) without much success.

Will javascipt work within a custom html block?

Javascript will work within a Custom HTML block.

What exactly are you trying to arceive? If you want to use that for block collapsing, then it would probably require an edit to your 'SPortalBlocks1-1.template.php' file.
