Title: How do I recycle an old topic

I don't want to create a new topic which I already have but it on the bottom of the page or 2nd or 3rd or 4th pages. How do I bring it back how do I recycle it instead of type a new one?

Articles and boardnews are not designed for "stickyness".  You might like to use a custom block that just displays one message.
