Add a new topic when the article

But none the less, I agree this feature is needed for 2 reasons


* when making a post I often already know I am going to make it an article so it makes sense to be able to do that from inside the posts additional options.
* Many of my moderators with permissions to add articles look for it here because they do not grasp the difference between simple portal's features and smfs features so they assume add as article will be on the additional options screen along with lock/sticky topic.  I think this just proves how well your integration truly is.
