Easiest solution to that issue is to open up SimplePortal_2.3.2.zip and remove these lines of code from package-info.xml:

<!-- Install scripts -->
<database>install2.php</database>
To do that either extract the files to your computer, edit that one and recreate the archive, or edit it directly from 7zip (right-click -> Edit, make the changes and hit CTRL+S, then click yes when prompted to update the archive)
but now if i whant create new box i see

yes i konow but i instal 2.3.3. whit this problem
1 update smf 2.3 to 2.4
2. uinstal SP
3. Instal new SP 2.3.3 with this problem
Now i cant create new block

When you uninstalled SimplePortal, did you tell it to remove all the SimplePortal data as well?

That is a checkbox option at uninstall time.
If you check that box, then the Package Manager will remove the mod's tables from the database.
Now, when you install SimplePortal 2.3.3, it should create all the tables SimplePortal needs.
It is the install2.php script.
If the Package Manager completed the 2.3.3 install, it should have run the install2.php script.
But it sounds as though it did not do that. I do not know why this is.
To get those tables, you need to run install2.php or restore ONLY your SimplePortal tables from a recent backup.
I am splitting your posts into a new topic. This may make it easier to find and answer your problem.

But I am still surprised you are having this problem.
You are installing SimplePortal 2.3.3?
