When I show an article in full on the portal page, it appears at the bottom of the page, below the board news. Where do I look in the templates to change this please?

That doesn't seem to work. You can have an Article block, which has a list of them, and you can position that, but if you choose to have an article embedded in full on the front page, then it defaults to below all the other blocks, and I want it above my news block. So I think a template change is needed.

Articles goes in the "center area" of the portal page. All the blocks are arranged around it.
So any "top block" goes above articles. Move the blocks to the bottom block list, and you'll see it come AFTER the articles. Please see the documentation for an illustration of the block areas:
