Trying to uninstall 2.1.1 before installing 2.2

sure, lots of mods. No manually edited files though.
and currently running SMF 1.1.8

Well, then i guess that one (or more) of this mods made some changes to this files, that's way you have test failed.
You can try to ignore it or uninstall that mods. You should be aware - that any mods made for SP 2.1 will be unavailable in SP 2.2.

I renamed the manage_permissions.php~ and replaced the existing index_template.php with a fresh index_template.php
then I could uninstall 2.1.1 fine...
Installing SP 2.2 got this error?

Removed and re-installed 2.1.1 again...
