Title: Make a Page/ show the page

Any one help with this, I can't seem to figure it out..

I know how to make a page, but how do I get it to show in the Header..

I want to make a page for Rules & Guidelines amd have it show so when you click it open the page..

See the documentation and look for the 'pages' menu.

Simple Portal does not make menu items so you will have to use a mod from SMF - there are a few ...
Look in the modifications section at SMF and search for 'menu'.

All you have to do is put in the link and title of your Simple Portal page.
