Title: Impressum Obligation ?

I would just like to know,
if an Impressum is mandatory to a forum ?

I did find some rules about it - but some member keeps telling
me, that it is an obligation.... (?)
And if I would implement an Impressum, where should I put it
and what should it contain ?
