Title: Shoutbox - New Shout Notifications

I'd like to have something similar to what Xenforo has in terms of new shout notifications. If I navigate away from the xenforo tab, say to google, a new shout puts a notification in the tab like so: (http://i.gyazo.com/46bc413eeb113250bf5b87ff45c8e062.png)

I've looked into how to do this myself, but I'm not any good at coding. If anyone has a good solution, I'd love to hear it. :)
