You need to first find a server which will provide you with a domain with which you can create your website.
They should provide you with access to your database & files where you can upload & install (ie. Simple Machines Forum (http://download.simplemachines.org/)) software which is the main platform for you to build your creation. You can expand this platform with modification packages such as Simple Portal (http://simpleportal.net/index.php?action=downloads;area=stable_simpleportal_packages) which will enable you to make it unique.
You will need to investigate for a server as their are an assortment of package types. There are free ones but those will be very limited with resources. Shared hosting is fairly cheap... Maybe approx. $70 USD/yr.
What you decide to go with will be what suits your needs.
