and for some reason i can uninstall tinyportal.. whould that have anything to do w/ this error?

Firstly, you should probably uninstall TinyPortal. Having two portals on one website is likely to cause errors.
That install error for SimplePortal is caused by compatibility issues with other mods, which have some coding issues. SMFShop mod has caused this issue in the past so it may be doing it again. If you continue with the install, and then post your 'Sources/ManagePermissions.php' file then I can manually apply that edit for you.
