Title: Moderators unable to manage SimplePortal Shoutbox

The global moderator group is unable to manage the shoutbox, yet they are moderators, which is a bit of a misnomer looking at how the Shoutbox can be built.

Instead of having it so those that can manage SimplePortal handle the shouts, make it so anyone that can moderate the forums be able to delete shouts?
