I am using SMF 2.0.7 and SimplePortal 2.3.5 on my forum with SimplePortal set to standalone. I have the SimplePortal standalone page on the root directory of my website and have a forum subdirectory with the forum in. Everything works as expected and I have a couple of side blocks for Twitter and Facebook.
I would like to create additional pages but when specifying the side blocks that should be used nothing appears. I have tried built in blocks as well as the custom Twitter and Facebook pages. Any help would be appreciated.

I have also tried to add a shoutbox page with the shoutbox block and social media blocks. I have used SimplePortal in the past and did not run into these issues. Any idea what I should be looking at? Perhaps I have it misconfigured.

I am not sure I understand the problem, so I am going to ask you a couple of questions.
Did you follow the instructions at http://simpleportal.net/index.php?action=docs;area=block_editor for display options?
Did you make certain that the page "downloads" is selected from the list of pages to show the block on?
Did you use anything at all in the advanced display options? http://simpleportal.net/index.php?action=docs;area=custom_blocks_display?
These could conflict with the basic display options.
Have you tried renaming this page and trying again?

I needed to enable Display Blocks in Forum to get Display Options to show in the edit block page. I can now specify where the blocks are shown and have them on the right hand side of my customs pages.

Oh yes. I often forget about that little step -- I did that one time and did not look back.

I did that today, forget to click the display option
amazing how the little things make the difference but the more you use SP the more you become aware of those little things we forget and then the fix is in :)
