Title: sub-portals managed by moderators?

I'm asking for advice on a sensible way to create nice "sub-portal" pages that selected individuals or groups can manage themselves without having the keys to the site's portal page.
 
My club sees a need for these sub-portal pages so the committee officers can highlight whatever is important or interesting at the moment, and make it look nice. For example, the social committee will want to keep its very own page current without having to email stuff to the webmaster. A simple and very good idea.
 
How am I going to do that?
 
The only technique I can think of is using ssi_grabMessage in some custom php, either on a SimplePortal page, or in a php top Block that goes with the committee's board or boards.
 
The committee members could keep content fresh by editing the contents of the message whenever they want to. I can put the message in a child board to  make it easy to apply group permissions.
 
Because there is only one Articles list and one Blocks list, I can't think of any other way to give them some local control.
 
Can anyone else think of other graceful ways to do this? I'm simply not going to give the keys to SimplePortal to the social committee, but I really want to put as much content control in their hands as possible.
 
I suppose a CMS is the obvious solution, but I'm not convinced the benefits outweigh the extra work involved. I set up SMF and SimplePortal to add the forum while still making the site easier to maintain.

Making them post in the forum and grabbing that post seems like the easiest way to me as well.

You could make it so that certain groups can edit certain pages, but that would require some work.

I finally decided it would be a lot easier to go with a SP page with a single-category article block.
 
This way, the page's user group can choose which articles to display on the page.  That's why I'm interested in message bodies in an article block, various approaches to article truncation, and article summaries as a new feature.

So I think I am good on the question of "how can I possibly set up a sub-portal to be managed by moderators".
 
I'll start a new one later to request ideas on improving the BBC ugliness in my custom Articles Block mod.
