Title: Linked modules and Page blocks option?

In DP there's an option to link modules @ their settings page, will this be possible in SP too?
It's something like this:

In the module settings, you can choose to link its title in a dropbox options - "_new", "_blank", "_self" etc...
There's also an option to link to an inside area. Let's say if you put in the link box the text "?action=forum", then it'll link to yourforum.com/index.php?action=forum.
But here you can make an improvement to this feature - custom target = let's say that the user will be able to tick a checkbox and then enter his own wanted target, like "mytarget". I think this will be good to JS popups, or something similar.

And a custom inside area - maybe this won't be necessary too much, but maybe it'll be good, I'm not sure - this maybe should be implemented like the above - the user will be able to input his own link to some file.

The second considered feature is enabling block on a per-page basis. Let's say you configured all of your portal's blocks, and then created 10 custom pages, and you want certain blocks on each of the pages you created. I think it'll be more convenient to select which block will appear @ the custom page, at the mentioned custom page settings itself.
