I'm looking to create a block (or page) that will display topics from a board that have a specific message icon.

Can someone point me in the right direction?

Well it's possible, but impossible from regular admin controls.

You'll need to do a manual hack to the block, or perhaps mod the block to include search options based on message icon.

I'm wondering if I should be creating a new block or a new SSI function specific for this.

I only pretend to know what I'm doing.

There is already an ssi function for returning one post by message number.
You could simply use that one.
