Title: SP 2.3.4, Missing Block Actions

When you view the blocks listing page, the action icons are all missing, its supposed to show implode(' ', $block['actions']) but 'actions' does not appear to be set in PortalAdminBlocks, there is a += array( section but actions is not currently part of that

I couldn't reproduce this with 2.3.4 RC1. Probably your PortalAdmin.template.php file is outdated. Check if you have that file in your custom themes too. If you do, just remove them (you only need the one in Themes/default).
