Title: Display Blocks in Forum =OFF also switches off blocks in custom pages

Came across this by chance ... strange behavior to switch blocks off everywhere except the portal page. It does say

It this works correctly maybe better to change the title to Display Blocks in Forum and Pages so its not confusing.
