Why no "Style Options" for Board News blocks?
How can I add some?

You are correct about Board News blocks.
The situation is similar for Articles blocks.
Because of the way they are implemented, it is difficult to create an option to add style options.
Some re-working would be needed.
The easiest approach might simply be to make permanent changes in PortalBlocks.php.
This would make all your board news blocks look the same.
