Click the Admin button.
The admin panel has it's own menu.

Also, you were told what to do, and that you needed to contact smfnew.com to do this for you:

PowerOfM4a1,

It seems you need help moving between SMF versions.
You have sought help at simplemachines.org.

The advice you received there is that your host, smfnew, provides a pre-configured SMF installation, and does not give you the option to upgrade.  If you cannot go to http://rockhallsailingclub.org/smf/index.php?action=admin;area=packages and install packages, then you will not be able to install mods or change your version of SMF.

If you like the hosting at smfnew, please talk to them about SMF version upgrades and about mod installations and upgrades.

All the best!

You may also see a Convert the existing YaBB SE template and set it as default option, which is only shown if you have an existing template.php from YaBB SE, and have not already converted it to an SMF-style template. Using this option, when upgrading from YaBB SE, is recommended. It will make your forum, by default, look very similar to how it did before. Please note, however, that not all templates convert perfectly.
