Title: Cambiar el texto en Error 403

Hola, les hago una consulta:
Como puedo cambiar el texto de este falso error 403? http://www.androidtablet.com.ar/aplicaciones-de-pago-gratis-para-android/

Esa sección del foro la pueden ver los visitantes, pero no pueden entrar hasta que se registren, y me gustaría cambiar el texto e informarlo en la sección pero no se que archivo esta el mensaje...
