I answered my own question in only two minutes! How about that! You guys are gooood! 8)
In case anyone else needs the info, you have to globally enable the blocks to show in the forums before the display options box will show when you are adding or editing blocks.

I am having a similiar issue.. In my admin menu it is not even showing simpleportal or blocks.. Although I see simple portal is working ,As i have a front page?

It kind of looks like SMF did not succeed in installing every bit of SimplePortal

I have also deleted and re-installed numerous times.

Issue has been resolved.
I didnt have the manager settings correct
