I Want To Know That How To Add Someone in staff list and how to change there position that what they are like you can see in this picture that there are some names like <Director> <Server Scripter> so how to add there post there?

If you search even google for 'Simple Portal staff block' you will find lots of information.
The names you want are just user groups you need to make in SMF. Install the staff modification and enable it, set the group permissions to include them in Staff, and then make the block.
