Title: Maximum 2 shouts in a row

Hi,

The title say it, max 2 shouts in a row in chatbox,
'cuz some of our members shouts over 3 in a row, and they looks flooding the shoutbox.

But I want to prevent it automatically, with coding. 'w'

OOT: As I seen, after a shout, there are minimum 2 seconds before we can shouts again, it's default from SimplePortal. Maybe this can be the reference. 'w'
