I would like users to be able to edit or delete their own shouts but I don't see a mod for that so I thought I might try to write my own. First problem is that I don't know what the password for the shout box database is. Probably I should know it, maybe I do, but I don't. Any help?

Btw, the password for the shoutbox database is the same as your database password (often the one used to login on the cPanel) since it's part of the smf database.

Well that sure saved me a lot of time. Nice mod!. Thank you very much. I searched for "edit and delete shout" but I guess I didn't search hard enough. When I edit a shout I have to refresh the screen before I can see it because I have the auto refresh turned off. It's a small site without much traffic so I didn't think I needed it, but I guess now I do. Can you suggest what refresh time I should enter?

Unless you are on some really bad host you'll be fine with the default refresh time :) If you want to almost turn it off you can throw a minute or so, but I figured a case scenario where a couple of users wanted to have a quick chat and they had to wait an entire minute to read each other's messages, so that's why I suggested default refresh rate in the first place.
