Title: Register Block

Not sure if this already available, if so, cant find it. But I'm after a Register Block that appears on home page to a visitor, or when your not logged in.

Something like image.

My way of doing this, my first group rank is with 0 posts. Then, my second membergroup rank starts at 5 posts (you could make it 1 if you wanted). Then I made it so that a welcome box only appears to those in the FIRST group so that those who have 5+ (or 1+) would no longer see the welcome box.
