When a user is, 1.) Banned from the forums, or suspended (eg warned to the extent of where they cannot post anymore, or 2.) Is currently being ignored, should they not allowed shout or their shouts not be shown to other users?
I found this as somewhat a bug. Perhaps it could be regarded as a feature request, but this would make the utility more intertwine with the forum software.
