Title: want to have a News vertical Scrolling marquee block

Is there a way to have a block at the top center with a marquee showing the last five posts or mabe news headlines. I am using SMF 2.0 R3 and SP 232 I needed to modify this a little bit. What I want is to be able to have a news or last five posts in a center block at the top that Scrolls up or down automatically like a Marquee.  I have seen this on other portals.
