Title: "Everywhere" blocks displayed twice on Standalone Portal

SMF 2.0 RC3
SP 2.3.2

The HTML everywhere block has display option "everywhere", and is displayed twice on the standalone portal.
The block below it, a php block, has display option "portal" and is displayed only once on the standalone portal.
 
I get the same behavior if I switch to Advanced Display Options and check all the boxes.
The "HTML All Over The Place" block is using the advanced display options.

Not only "everywhere" but the "forum" as well.
Blocks that are show in certain area are shown in standalone twice.
