Title: Shoutbox "more" popup not working

This started as soon as i updated to smf rc3, i believe i had the fix posted by sinan when i used rc2 but now this is back...
There are no error logs and when i click the button it just opens the popup which says Pick a smiley and never finishes loading

some old files did not copy during reinstall
