I wanted to add custom style on block head and back ground.
What and where should i need to change the code in CSS ?

Use CSS such as background:, background-image:, background-color:, etc.
Perhaps google CSS tips for more relevant information?

I would start with the custom style options at the bottom of the block edit.
Please have a look at a nice tutorial, like w3schools.com, for tips on how to accomplish what you are looking for.

I wanted to change SP Block Color and style of Block Head Bar
Could anyone tell me that how can i make these changes?
In fact I wanted to use some Custom PNG image on block headbar.

I hope you won't mind that I merged your new topic with the older topic.
I can think different approaches you might take, depending on what you want to achieve
1) Change all the block title bars, along with the title bars for topic posts -- by finding and changing rules associated with catbg in index.css
2) Change only block title bars, one block at a time, using a custom title class or style (http://simpleportal.net/index.php?action=docs;area=block_editor (http://simpleportal.net/index.php?action=docs;area=block_editor)). It is pretty easy to start with a custom title style in order to get the CSS just the way you want it. Then, you can switch to using a custom title class that you define in portal.css
One of these two approaches will probably get you where you want to go. If not, you will need to move on to combining custom style, custom CSS with some code customization.

Actually I am not programmer so don't have any knowledge about CSS.
Just wanted that anyone help me to write code here so
I will paste in CSS file. Also guide me during accessing block what should I
need to write in Custom Sytle and Custom Class.
I already uploaded image for topbar which i would like to use.

This will get you started understanding CSS.
My advice is to copy the styles that are currently used to create a new style
Then start using the new style (which will be identical to the old style)
Then put your new background images in the same folder as the background image for the old style.
Then switch to using the new background image.
You will see the difference right away.
