Title: A block my users can edit

I want to display a block on my forum, which some of my users can edit.  I can't figure out how to do it, though.  Permissions aren't that specific, and only allow the editing of all blocks, which is no good - I only want them to edit one specific block. (Preferably a BBC one.)

Any ideas?

Hi there. I need one of this.
I don't want a user edit all the blocks, only one (with news link).

Any idea about this. Any help will be very appreciated.
