Es posible ver los temas recientes de 2 foros independientes en un mismo portal?

Si.  Es posible.

For the "local" forum, the "boardnews" or "recent topics" block would work.

For the "outside" forum, it is possible to use a custom php block. That block would call SSI functions on the "outside" forum.
