The Sri Lanka example looks exactly like it was done using a custom php block, using blocks-in-blocks, or maybe even a custom "ssi_recent posts" block in 2 columns, beneath one featured topic.  I am not certain how it was done.

The VALVE site seems to have a block done with ssi calls, wrapped in something called fpss.  I can see the javascript simply by using the "select element by click" feature in IE9's F12 developers tools.  firebug for firefox has a similar feature.  Again, I bet you could find out more by contacting the site's owner and complimenting him on the site.
