How can i make blocks like this?:

Yes they would be html blocks, but each one would be in a simple portal 'custom html' block. There is a 'blocks in blocks' code to call other blocks inside one. So you would make a main custom php block using that code.
The internal html blocks are set inactive and the main block calling them needs their block IDs.
