Hello!
I wonder if it's possiable to make a page so that all membergroups (even when you make new one) can acces it without changing it.

You can select permissions for 'everyone' to see pages (including guests), or 'custom' where you can select each group.
As all groups belong to the basic 'registered' group, that will allow only them (everyone registered on your forum, but not guests) to see it... if that is what you want - any new group still belong to registered group.

On my site some things are for paid up club members so newly registered doesnt do it for me. I use SMF inherited permissions groups so all new groups inside that main approved group can see (Paid Members and sub groups: 1 year members, 6 month members etc)
