installed 2.3 and noticed the shoutbox does not show a timestamp ...am I missing something?

Are you referring to the timestamp that appears on our shoutbox like: "September 17, 2009, 08:37:11"?

That is default with the shoutbox, could you please post a link to your site so that we can have a look at the issue?
