1. Is free_result() part of SMF or S'portal or some mod you have - I dont know without spending time testing/checking.

2. You error relates to 2 different database language collocation  types. How that came to be set that way - that is worth checking. You could set one so that it is the same as the others and test it.

  Good thing you spotted the bottom image regarding collation because I missed that when I first read this thread yesterday.

  I made a tool for SMF to fix collation issues a while back that you can try.
Make sure to backup your database prior to using it to be safe.

Here is the thread with the needed application(s):

v1.0 will set the collation & engine type for all tables & columns to match your SMF settings table.
v1.1 will set the collation & engine type for all tables & columns to match the overall database setting.

Try v1.0 first which will only fail if your database name contains a hyphen. If it does fail then use v1.1 which will work no matter what. Both will work for utf8 type encoding or compatible.

The error is actually not with freeing the result, but rather the result did not fill up properly and freeing it resulted in the error you see...

Looking at Subs-Portal.php with that specific line, it's in the sportal_get_shouts function when it's fetching the shouts from the database.

Of course the problem in of itself could stem from a bad installation, I don't have enough information to help you. Are there any other errors? Does your shoutbox work?
