I would like to adjust the theme settings to have the shoutbox, which is a right-side block, float on the right side of the page in which it can be expanded from a slim bar.  It would float on the right side of the browser screen, centered vertically.  Is there a way to do this through SMF theme settings and CSS?

I don't think it'll possible to do without considerable effort. You'll have to take the shoutbox away from it's position there and put it in a different container which floats around as you want. There are many topics around discussing how to put shoutbox in a custom location; so with that and a way to make that container float as you want it, I think it's possible.
And slowly, you come to realize... It's all as it should be...

What do you mean by different container?  Force it into a different DIV?

I have found a workaround for this.  Thanks.
