i want to know how i can create a forum like cit2.net or just like simpleportal.net forum

You need to install SMF & then add the modifications/plugins of your choice.
Simple Portal is a SMF modification that allows you to add extra content via pages & blocks.

For setting up the forum software please seek support at the SMF main website:

When your forum is set up you can come back here to get support for blocks, pages and/or articles.
For simple content you can use BBC or HTML blocks, more complex additions may require PHP blocks and/or SP plug-ins.
Try to peruse each support forum for answers prior to asking questions in the forum as many questions have already been answered.
