i removed the older version of simple portal and installed the latest version, only problem is missing admin menu, i have the old menu to the sp settings but thats it. no block menu or article menu etc.

sp installed with no errors and all works well except no menu items.

i've searched, now i'm asking if anyone else had this occur.

I'm guessing that you use 1.1.8. Would you attach your Subs.php files here? Also, check if you have old language files in your custom theme language directories.

no guesswork, i posted 1.1.8

i'll attach subs.php

as for language files, there the right ones in default/languages

i added the language files to the custom theme language folder but that didn't help.

SimplePortal 2.2 had installed correctly, but the admin menu for the earlier version of SimplePortal was still there for some reason, it was overridding the newer version, meaning that it didn't work properly.

I have attached an updated version of your file to this post, it should work.
